Permission is so powerful - the book "Permission to Grieve" by Shelby Forsythia has been such a help in my grief.

This story reminds me of a sweet memory I have.

In my city there is this very beautiful overlook that essentially allows you to stand over the city in awe. It’s most crowed at night when all the city lights are lit. Anyways, on this particular night there was a crowd of people, including a musician (I think he played sax or violin), hanging out in this circular part that extends out even further to get a closer look of it all. It was a range of a ages, races, couples, friends etc. I was feeling courageous that night so I started to dance to the musicians music, which then gave others permission to groove as well. Soon I saw many smiles around me. Husbands spinning wives, and the musicians enlivened by the energy around him. That memory means so much to me. And your story reminded me of it because I believe you’re right, sometimes it does take that one person to communicate, “no this is okay! Come on!!”
